CommCAT of Greater Waco is ABC's Trap-Neuter-Return (TNR) program. TNR is the humane way to permanently reduce outdoor cat populations. It encourages residents to work with ABC as a resource for healthier neighborhoods and fewer unwanted animals entering shelters.
